Several things to consider.

1.) Screen format. PowerSDR needs a minimum of 1024x768 resolution @ 96 DPI to be displayed properly. A lot of Netbooks are 1024x600

2.) Atom processors are low on CPU cache. The N2600 has only 1 GB and is clocked @ 1.6 GHz. The low cache will slow down the floating point match PowerSDR is constantly crunching. You can only give it 2 GB or RAM so I would not attempt it on a 64-bit OS.

3.) The CPU and limited RAM also have to do video processing too.

Is the ATOM based Netbook a "non starter"? Probably not but it will be a challenge to get configured to run well especially if it came with bloatware installed. Loading Windows from scratch would be my recommendation.
