You are in the wrong mode. Make sure you are in DSB mode.

Use one of the signals, probably the Rb reference, as the reference for the
radio. Then phase1 will compare the phase of the unknown signal (coming in
on the antenna) to the internal VFO. Since the VFO is referenced to your Rb
reference, you are essentially comparing to the reference after multiplying
and dividing through the DDS. Feed your crystal oscillator through to the
antenna input through an appropriate attenuator.
