Willi, I just ran a few tests to see if I observe the same 20dB electrical noise emanating from the cooling fan that you are seeing on 15 meters. With Paul's W1GHZ thermostatically controlled fan controller installed, I do not see or hear any noise that can be attributed to the fan.

There is a little too much back pressure generated between the fan and the vents. The OM reported a sub-stantial noise reduction and mentioned that the small holes in the cabinet together with the adjacent fanwheel create a whining sound like a siren .
