If this is in CW mode, what's the problem?  You should be able to make
some QSOs that way.  On CW, at least.

The PA amplifier settings, in my experience, seem to be a bit of a
compromise.  If you're expecting that "50" on the Drive scale will equal
"50" watts, you'll be disappointed.  It doesn't seem to be linear,
exactly, to the watt.  There is a certain amount of "each PA card is
different" in operation here as well as some nonlinearity.  Or, so I
always assumed.

On my own rig, I've even tried different calibration wattages, but IME, I
don't recall it ever lining up one for one across the entire range.  You
usually get something "close" and "close" varies by the calibration
wattage chosen, but I have never done better than that, at least.  And, I
can live with it.

The actual reported output seems to be pretty accurate (especially at
these early tests, I assume you have some sort of external wattmeter to
double check?).  So, it's all about the mysteries of calibration.  I have
a pragmatic knowledge of this only.

The 0 watt setting giving 50 watts out is a bit extreme, however.  Is this
true on all bands?  You need to be able to get it down to 20 to 30 for
RTTY (Flex doesn't recommend much over 20-25 for RTTY).  But, if 100 says
90, that's relatively normal, on my rig anyway.
