That is one statement which I _strongly_ agree with Dave. I deal enough every day with those who feel they need to "protect us somehow". Maybe Flex has some good reasons for this, however it does seem a bit presumptuous on the integrity of a licenced amateur radio operator, no matter where on the globe you live.
