From
<http://drm.sourceforge.net/>:

"With this software project we intend to implement a working
software receiver with, at least, the basic features. Since this
project is created at a university and the fundamental idea of
such an institution is to teach and stimulate the creativity, this
source-code is free under the GNU-General Public License (GPL).
Dream is a development project which uses the open source model to
improve DRM technology. The main aim of this project is to
implement and test new research results on an existing system,
whereby the synchronization and channel estimation is of special
interest."

From

object code form
    * Licensees are required to use the HD Radio™ logo on the

without additional charge. Additional hours of support beyond the
specified complementary level may be purchased at iBiquity’s
customary rates.
    * In return for the license grants, licensees agree to pay (i)
a one time cash payment and (ii) per unit royalties based on a
percentage of the aggregate total gross invoiced sales for
receiver products sold to unaffiliated third parties.
    * Licensees are required to provide iBiquity with quarterly
sales reports along with royalty payments.
    * The license agreement is valid for a five year term.

Not sure what else one can say.
