I have your I/Q file now, and I have found the weird signals. I tried 
your technique: "I found it easy to decode the inversion on the
Flex by moving the entire passband to the opposite side of the
selected sideband on the console", but I could not clear up the voices.

Get a longer sample when you can. Posting it on your web page was a 
good idea - my email attachments are limited to 10MB, I think, but no 
limit on browser downloads.
