So you'd have something that is "work similar" to the current Power 
SDR, but with a Windows user interface (including the audio) on the 
front of a multiplatform radio backend (which would have platform 
dependent hardware abstraction layers).

I assume that Flex would be doing the "heavy lifting" of ensuring 
that the HAL is defined and works for the Windows platforms and 
implementing the windows centric UI that talks to the radio backend, 
as well as devising an installation method that is reasonably smooth 
and seamless, at least for a basic configuration.

At least initially, then, the "user experience" would be comparable 
to the current PowerSDR.
