You are OK.  You are not missing a thing.

SVN does not discriminate between trunks and branches when incrementing
the version number after updating code.  So if someone else updates code
from a different branch other than the PowerSDR trunk, the SVN server
increments the version number.  What is in the PowerSDR trunk is the
latest and greatest.

The latest SVN update shows revision 952, as of March 5.  However, the
change log indicates SVN  917 change as the latest update, dated Feb.
28, and the PowerSDR program indicates SVN 917.
Is it my PC  with an issue on the  Tortoisesvn program, or do others
have same?

I don't want to miss out on anything.
