Ja: In many areas things do get less and less expensive. Often but not always at the cost of quality and quality control. Nein: The Lynx Two cards are not new. They have been around for awhile and have not really gone down in price. This kind of quality requires very high quality parts, in all likelihood, selected from large batches, superior designers, etc. E.g. the quality of many HD-SDI-video cards for less than several k€ is amazing these days, but most consumer sound cards for a couple 100€ are "lousy".
