The XVTX output on the FLEX-5000 is rated to a max of 0 dBm (1.0 Mw) which 
could explain the low RF output from the transverter. 

I am by no means the transverter expert.  Others on this list may have more 
practical real world experience than I.  Or, drop Dudley a line 
(sup...@flex-radio.com) and see what he has to say about it.
