I think what the net needs is "momentum" to get started and become sustainable.
Maybe if those who are interested in gathering for a net should send out a QST to this list indicating where and when. Then it should evolve into a net. I personally don't think limiting it to just one day a week for an informal is the best idea since not everyone who would like to participate might be available on that day of the week.
