You do not need a mic preamp to use the balanced line-in; the PR-781 will work fine without one, but you will probably have to have the mixer and mic input gain turned up towards the upper end of the settings to get enough signal to drive the phone input to 0 dB.
I have a PR-40 and it worked fine without a mic preamp, but I chose to use one so that I had a bit more "headroom" for the AF input and it also utilizes a tube amplifier stage so it has a "warmer" sound.
