It also looks like you can change the S-Meter polling rate using the BobSMeter Setup menu. On the "System" tab you can set the "Timer/CAT Interval" to a value in the range 1 to 500 (milliseconds, I assume). The default value is 20.

I suspect that it is because the S-meter ap is probably polling as fast as the program will let it. I am going to guess that you are running VSP manager. Try turning on Strict Baudrate Emulation and set it to something slow, like 4800B. See if that helps.
