First off, FYI, CPU load is really a poor metric of performance unless you are 
exceeding 65-70%.  System latency is not directly correlated to CPU utilization.

Second, you are using a laptop, so you need to turn off the Wireless and 
Bluetooth transceivers, as they are incredible internal system latency 
generators.

Now that the hardware stuff is out of the way, you can try setting the CW DSP 
RX buffer and audio buffer to a lower value and the USB Buffer settings to a 
more conservative value.  Make small changes and notice the difference between 
the change.

Also, if you have a low speed USB device on the same USB controller as the 
FLEX-1500, that will degrade the data throughput between the radio and the PC.

Also, if you are not doing so, you should be using PowerSDR 2.0.22 (you didn't 
include that critical bit of info in the problem description).

I am running a Flex 1500 on a HP g7-1070 laptop, Win7, with the lastest 
PowerSDR software. When I try CW I get a delay in the monitor when using a hand 
key making it impossiable to send clearly. When using the CW typing I get 
errors in sending manual alhough the presets work better. CPU load is less than 
20%
