Here is a way to check.

Reconfigure CWS to use real audio rather than I/Q (3 KHz radio).

Reconfigure PowerSDR VAC no to use Direct IQ and set the RX passband filter to 3 KHz

Let me know the results.

Also, I can only get MME to work with CWSkimmer,  but for my PC I never have 
been able to get WDM/KS to operate with CWSkimmer.    WDM/KS works fine and 
better with other digi programs though.

Using VAC 4.09,  PowerSDR Beta v2.2.2.   Windows 7, 64bit.

My 2 cents worth.

I just configured my 5000 identically to the info you provided (except
for the two changes I recommended) and it is decoding fine.

Here is a dumb question.  You don't have CW Skimmer in Blind mode do you?

Make sure VAC is not a default sound card for Windows.

      Uncheck combine VAC channels

      Do not check RX2 unless you are receiving signals from RX2 you
      want to decode
