I understand that there is probably a very low-level drive that is being
tickled by the Cloud Print function but we saw this with me doing remote
sessions via TeamViewer (no DPC spikes while futzing around doing file
transfers, etc) and I even tried uninstalling the printer drivers but the
DPCs remained.

Anyway, people just need to know that if they use GCP, the software will be
checking in with "cloud headquarters" every 7 minutes with a status of the
system and if you could have DPCs with these functions, you will.

My advice remains, stop using Google Cloud Print!
