Ray hit the nail on the head. It does have to do with the sampling
cycle frequency and the RF at that point in time.

I believe that that is normal. Without looking into the code to be certain,
I would guess that the meter samples the output at some interval& averages
the result. Depending upon how the samples line up with the cw waveform,
the average power during any one sample period will vary.
