After many changes and turning off un-needed functions that always start
when WIN 7 boots up and caused the latency to increase, I finally found the
root cause.

When I upgraded to WIN 7, the install process replaced the drivers for the
built in Firewire adapter in my Toshiba laptop. By re-installing the OEM
legacy drivers the audio scratchy noise stopped. The noise on SSB was not
that bother some, it disrupted my digital modes and caused loss of
connections while using ALE400 or 141a ALE in MultiPSK.

This may be some help to others with scratchy audio.
