No. With a variable-pitch prop, the rpm will vary with both the pitch setting and the throttle setting, but those have not been in use for 70 years or so. With a constant-speed prop, the governor will attempt to maintain a constant RPM across a range of throttle settings by constantly varying the propeller pitch.
