Online forums are perfect for new users, they can easily look around 
without being registered to any ML.
I suggest you monitor the forum for a while and check if people keep 
using it. Give it a year time (don't stop after a few months trial), and 
see what happens.

There is no perfect community communication tool around, people using 
them are the only judge. I guess developers will keep using the ML, but 
generic users are generally more used to forums.
