It occurred to me to take a look at the underlying simgear/screen library. The associated self-test binary TestRenderTexture is failing too so this isn't an Atlas oddity. The RenderTexture.cxx implementation is correctly detecting a 1.2 GLX ... and then calling 1.3 features anyway. Odd.
