We're now having the ability to control the clipping priorities via an external config file: http://mapserver.flightgear.org/git/gitweb.pl?p=terragear-cs;a=commit;h=61ac48f3e56941b82aeb35960252c6ec4b7388d4 Find a sample included there ("--priorities=<filename>"), I guess you will then, at the same time have to provide a mapping file for the old-style USGS classes ("--usgs-map=<another filename>", sample included) as well. Requirement for the latter might get dropped some time (as time permits).
