For the purpose of making the tests more comparable, would not it be
better to use a standard setting/script/options which would set FG to
some defined state?

For example:
 - all shaders except the general one off
 - rembrandt off
 - random buildings on, density 0.5
 - ufo
 - height 1000ft above threshold of runway XX at KSFO, heading 0
 - ....

Of course, for different purposes it would have to use different
profiles or options, and even so the actual FPS/load/whatever depends on
other factors like moon phase, but that would at least get rid of some
of the uncertainty.
