..try using a _take-off_ flap setting, typically 10-15 degrees, 
"the first notch".  Which aircraft, the Cessna 172 on JBSim?
Some short field people used to start the T/O run W/O flaps, to 
minimize drag and shorthen the T/O run, then kick in 15-20 degrees 
on rotation, then ease up to normal T/O flap settings on climbing 
out of ground effect.  Eerie.

..should be.  Torque plus propwash onto a low tail.
Should fly straight on cruise settings.
