I have tried the following 
in Navaids/carrier_navaid.dat
12  999        999           100 11160       0.000 CDG  RFN CdeGaule
TACAN
and in 
Data/AI/cdg_demo.xml
<entry> 
        <type>carrier</type>
        <name>CdeGaule</name>
        <pennant-number>RFN-01</pennant-number>

IT should do, i get nothing, anything else ?

About "wire" and "cat" it is working, only tacan difficulties.
