Hi Parimal,

funny you should ask.....in the Vatsim world you use a program called 
Virtual Radar Client. this lets you *listen* to any ATC's in the areas you 
have selected. you need to log in to hear anything and you are listed as an 
observer....the biggest warning is NOT to transmit speech as this is an ATC 
program and are live over the internet with pilots flying in real time. You 
also only get 2 hours of observing, then they boot you off :)

If we have an online server to handle the ATC side o things and it has 
voice-over-net abilities then possible you could, but that would mean we to 
have the actual frequencies(like 118.50 etc....), in order to comunicate to 
each other....unless we go budget and use TeamTalk or something.
