No, I think it is a script someone wrote to invoke flow-capture after 
system reloads, etc. Can you edit the file (e.g., use vi and examine it?)

Here's what I get from the 'file' command:

hostname:/home/loiacono 102 >file /usr/bin/flow-capture
/usr/bin/flow-capture: ELF 32-bit LSB executable, Intel 80386, version 1 
(SYSV), for GNU/Linux 2.2.5, dynamically linked (uses shared libs), not 
stripped
