We can review the current active developers on fltk.org against their
commits, and "retire" the ones that haven't committed anything in, say,
2 years.

Simiarly, we can move inactive developers from the "core developer"
section to "other contributors" in the 1.3 CREDITS file.

As for segmenting/grouping access for specific developers, until we
have a problem I don't want to bother with that.  The few times we've
had developers step on each other's changes would not have been
prevented by grouping, and I would rather encourage a sense of trust
and cooperation between the active developers than put each of them
in their own "cone of silence"... :)
