When I put 'fltk "code::blocks"' into Google it came up with quite a few suggestions which contain links to the following tutorial: http://gintasdx.althirius-studios.com/2011/08/tutorial-codeblocks-with-fltk.html I don't use Windows or Code::Blocks so I've no idea how good this is, or whether it scratches your particular itch.
