Hi Matthias,

I don't think the OP is using cygwin at all - I *think* that he is
running mingw in a dos-box, and trying to use the pre-made (and I
suspect a bit rubbish) makeinclude/config.h files.

Then (I suspect) that the Makefile is not seeing the dates right and is
attempting to run configure itself, and not really managing...

Anyway - I'd strongly recommend the mingw/Msys combination as the easy
and reliable way forward (I've had too many problems with cygwin over
the years...)
