The installation packages are created by the technicians at the company that creates your Linux distribution. We would not know where they install FLTK on their particular distro. But for development you don;t need to uninstall FLTK. All test projects are statically linked to FLTK and hence self-contained and won't even try to find any other FLTK installations.
