I wonder if we can start a conversation about this... The Fluid Project has started work on a component we're calling "Pager" that is slated to have functionality in it that sounds somewhat similar to what you're talking about...

At Michigan we are going to need to find all of the "My Workspace" sites that don't contain a particular tool (so we can make sure we can safely insert that tool). We have several tens of thousands of users so the method must be reasonably efficient, and I'd like to avoid going straight to SQL if possible. I can think of several inefficient ways to generate the list via the Sakai APIs. Does anyone have a idea about how to do this efficiently with the Sakai APIs?

We'll going need to do this more than once so it is worth some effort for us to avoid having to handcraft a solution every time.
