Steve,
I think you should be fine if the target isn't human-readable. Make
sure the link or control that pops up the new window clearly indicates
to the user that a a new window will open. You can use the title
attribute for this purpose. A prominent close link in the new window
will also be helpful.
Otherwise, you should be all set.

sort of human readable encoded thing to a GUID. If necessary, I
could prefix the GUID with some almost human readable text, but it
really does have to be unique.
