Have a look at this thread on IGDS to MapInfo text justification issue.
But assume that this issue has been resolved in the newer builds.
SAFE guys should be able to give you a better answer.

I use labelpointreplacer when I run it with shape but with microsoft dgn files it is pretty straight forward. Even if I strip my workspaces so I don�t use any transformers, the problem remains.
All my other streetnames are correct.
I have used 2002 SR-1 build 628, 20040512 build 1314 and Ice3 but I get the same result.
Really hope you guys have some useful tips for me.
