I initially had exactly the same thought as Bruce. But now you say this, and
re-reading your original post, I wonder if this is simply a question of the
graphic formatting of the portal? It sounds very much as if the line and
fill of the portal object is set to nothing. If you do that, you get
something that displays records like a portal, and is in fact a portal, but
you can't see its boundaries or controls.

Click on the portal object. In the status area, select a non-blank line
format. I think it will then appear on your layout in browse mode.
