License Query

I presently have a FMPro 6 solution with 5 users and am trying to figure out
how much it would cost to upgrade the software to version 9 Server and have
the ability to have 30-35 users, some of who would require editing
privileges and some who would only require browsing privileges. Short of
buying the server license and 35 new versions of FileMaker Pro, does anyone
have any suggestions that would help make this any less expensive?
