I would have the script debugger open while it's trying to open and see if it's running a script.
If you really don't have admin access then I guess you'll have problems.

There are password crackers for .fp5 files.

Otherwise, out of options, I'd rebuild the 6 file:
Export the .fp5 file to another .fp5 file (same field names), Re- define the fields that need to be calcs or globals, re-create the relationships, then import the scripts. For layouts, bring up the info palette and recreate the layout parts to the pixel. Select All and copy the layout elements in the old file, paste them into the new file layout. Drag/arrow key the conglomeration into position while they are all still selected. (Only get the layouts you need, obviously) Doing all these steps in the right order prevents broken calcs and buttons. Hook it up to the companion file in place of the broken file. At least now you've got something to convert.

Don't forget to fix all your field and relationship names (if they are illegal) in 6 before you try to convert to .fp7

If I create an empty database and try to import the data from the converted fp7 file, I get the message “To Do_Log.fp7” could not be opened. Either the host is not available or the file is not available on that host.
