There's no way to set default object sizes (rectangle, oval, etc.) but you can set default attributes. In Layout Mode make certain nothing is selected and then set the attributes you wish to be default. You will notice the dialogs will indicate you are formatting the defaults. For example, Format -> Text... brings up a dialog titled "Format Default Text" when invoked with nothing selected.

2. Is it possible to copy layouts from one FM file to another? Can’t find that option…
FMPro 8.5 Advanced, on Windows.

You can't copy the layout wholesale but you can in three easy steps.
First, create a blank layout with the same part dimensions as the one from which you want to copy.
Second, go to the layout you want to copy, Select All, and Copy.
Third, go to the new blank layout and Paste.

You would do well to consult the documentation included with the product, including the built-in Help system. They should set you on the right path.
