I am starting to develop a multi-user Filemaker solution. The main file will be hosted on an internet-based Filemaker server. Is it possible for a Filemaker runtime file to access the database on the server - by defining file references, etc., before converting it to a runtime file.

I know that a runtime file cannot be shared over a network, but I'm essentially trying to do it the other way around.

If by "the other way around" you mean the runtime accessing data hosted by FileMaker Server then the answer is no. The runtime client has no networking code - you need the full version of FileMaker Pro to share any data.
