Yes, but if the new account they created is truly a member of the
Administrators group, they can bring up the Computer Management console,
go to Local Users and Groups, find the original Administrator account
under Users, and reset its password to a new, known value.

If for some reason your friend can't do that, then my advice is to
download a copy of the Nordahl boot CD-ROM image. I've used this disk to
reset the Administrator password to blank and recover access to several
different machines (including a wedged domain controller).

I won't get into the mechanics of trying to recover data from an Outlook
profile as a different user, since a) it can get somewhat messy
depending on the configuration (going vs. Exchange or local folders?
Cached mode Exchange?) and b) it doesn't solve the larger issue of
regaining control of the Admin account.
