Very little in the way of reasoning (although it quotes extensively from Joint Declarations adopted by the Special Rapporteurs), but it generally confirms that the Court has moved decisively away from its former position that the guarantee of the right to receive information in the European Convention was primarily to protect receipt of information others wished to impart to you, and that it now recognises a right to access information held by public bodies.
