They have in a few cases.  Check for instance the Zapf Dingbats mapping.

It's now a one-to-many mapping, which may require changes to data
structures (Cedilla 0.3 will cons very slightly more than the previous
version).

In cases where a codepoint has multiple names, there's no indication
which is the preferred one.  Font editors, for example, will need to
make an arbitrary choice.
