In the glyph layout process for LATIN SMALL LETTER J WITH COMBINING ACUTE ACCENT
the letter "j" should be substituted by dotless j and then combined with the 
accent.
The substitution is not carried out.
For font Noto Sans Regular
Result with FOP:  !image-2022-06-11-12-04-55-468.png! 
Result with HarfBuzz:  !j_with_acute_NotoSans-Regular.png! 
The same error occurs with font Noto Sans Mono Regular.

HarfBuzz: !j_with_acute_NotoSansMono-Regular-1.png!
