With PDF Image plugin 2.4 plugged in to FOP 2.4
and
PDF Image plugin 2.8 plugged in to FOP 2.8
and running
>fop -fo test.fo -pdf out.pdf
the PDF output of neither included a dictionary named "AcroForm".
