I'm missing a font so I can't see the text. Does the upper two-column section need to flow like the lower one? Can it be the same height every time? Is there a new upper two-column section on every page?
Fortunately, the section only appears on page 2, and its contents are entirely self-container. No continuing on to page 3, etc. It is a fixed height as well (yay!). The only riddle is knowing exactly where to break the text from the first table cell over to the second.
That's some complicated layout you have there, almost looks more like a catalog you would do in Quark.
It is indeed a miracle that XSL-FO is up to the task, and we've had some talk about bottom-aligned floats and such that would instantly banish me back into the quesy world of TeX. I've just dodged a few bullets yesterday on the subject, in fact.
