I can't read the text because I'm missing a font (Might want to look into that for your end users. I have the latest Acrobat 5.0 Exchange.)
So if I understand, the problem is creating flow in the main/body two-column section around the top section two-column thing on page 2, which is different from the one on page 1. Is this correct? I think there may be something you could do with markers and table headers to set each block as a table header, then switch the content. This is what I need to figure out (someday) for our tables where we want to add 'CONTINUED' on every page after the first that the table spans. Although I don't know if you can wrap this whole 2-column flow into a table. Maybe you could do the same with region-before. Have you looked at the attached example from FOP?
