I tend to agree with the others that FOP is not the place for printer
control.  What tray or feeder a document prints from should not be
a part of the document.

One option is post processing on the output.  If you output to PostScript
or PCL you can "wrap" the output with PJL commands to select the
printing and finishing options you want.  On most modern printers PJL
gives you almost complete access to all the printers functions and features.
