It's not so simple questions guys.
We've discussed the question on fop-dev a year ago and decided not to commit BIDI patch to maintenance branch.
And what for implementation for FOP 1.0dev, I have started wiki page - http://nagoya.apache.org/wiki/apachewiki.cgi?FOPWritingModesAndBidiDesign
but it's unfinished and at the moment nobody seems to be working on this subject :(
