Thanks for your response. I had already looked at that FAQ. That's how I knew to put the force-page-count="no-force" in the page sequence element. Perhaps my problem is an issue with xsl-fo and not with fop? Maybe xsl-fo *always* forces odd pages to start on odd pages, regardless of the "force-page-count" attribute?
